2016 Sonata 112,000 miles using 4 quart of oil between 3,000 mile oil changes

Took my car to a dealer yesterday to see if I could get an oil consumption test done.( Hallmark Hyundai 1198 W Main St, Hendersonville, TN 37075 ) They told me I do not qualify for one since I'm out of warranty ... and the engine replacement program lawsuit covers damage from pistons and rings not the burning oil issues these cars have. Is there any other options I have on getting this car fixed without cost to me ?

Run it out of oil, get the rod knock, top off oil and visit dealer for rod knock.

As above, but put used oil in before taking it to the stealership.
Hyundai/Kia have become unreasonable when it comes to oil consumption, so the only option is to just keep driving the car, keep oil filled and hopefully the engine will seize shortly.
Problem with this scenario is that you may be driving the car for quite some time, consumption gets worse and no seizure.
On my '11 2.0T it was using a qt every 325 miles but ran as new, no problems, but in 2019 Kia did replace the engine as there were more lenient at that time.

Try replacing your PCV valve. Mine failed at 67,000 miles, taking my car that burned no oil to one that burned a quart every 2,000 miles. With the new PCV things returned to normal. My Fords used to do this, too, and FoMoCo recommended PCV swaps every 60,000 miles. Hyundai has no recommended PCV replacement intervals
