Kona Limited DCT questions

I have a 2020 Kona limited DCT transmission,
In my owner manual .it states that you need 2.01-2.11 to replace the fluid. took to a transmission shop, the guy put three quarts in and said it was still low. I know he did open the case from the front with a hex, To add the fluid and check the level and the 24 mm on the bottom. IS this CORRECT? And what is the correct way to check the level?

Dual clutch Transmission Fluid Gamma 1.6 T-GDI
2.01-2.11 US qt.
My question ,Is this the correct amount of fluid?
My confusion is everything I've watched or read ,was that the fluid always was filled the fill hole. And the fluid is below the fill whole.
