Is my car missing something under the hood?

It looks like there should be a rubber seal there since there are a bunch of open holes and if driving in ice/snow it looks like it might get under the hood when it's shut and freeze up the hood release latch. Does anyone have something there?

It's sort of like those pages in the owners manual.........."these pages are intentially left blank" ^_^

Wouldn't think the OP has much ice/snow in SC, and even driving in colder climes, the engine heat under the hood does a pretty good job of keeping things 'moving'.
In nearly 50 years of driving, I have never had a hood release freeze shut. Break or be inoperable, yes, but not from ice or snow.

FYI, my wife and I take trips to see family in NY twice a year. Summer and Winter. The cold winters in upstate NY, where some of our family resides, make the winters in NC feel downright tropical. Trust me, in NY I've dealt with a lot of frozen (from the cold) parts on cars when I lived there. I've had doors freeze shut to the point where I had to pour hot water on them to get them open. You don't know what real cold is. It still makes me laugh when I go skiing in in NC and the temps drop to 20deg and people refuse to leave the lodge because it's too cold.
