Hyundai/KIA do NOT sell that part separately. I broke mine too. Which specific component of the clip assembly broke on yours? I really could not tell from your picture . . .
I broke the little plastic "hinge" that held the wire clip and allowed it to swing open and closed. I found a small piece of thin metal (brass shim stock) and bent it around (180 deg.) the wire clip; trimmed it to the width of the original plastic part-- drilled a hole in it and used the existing screw to reinstall the clip. Works fine.
If you broke the plastic part which the wire clips slips under to hold it it down-- that should pretty easy to fix.
Taking off the bumper cover is very simple and take just a few minutes. Removing the head light assembly is also very simple-- I know it may look complicated and daunting-- but it really isn't and in the long run will save you time if you are trying to work on the back of the headlight assembly. You may be able to pick up a broken headlight assembly very cheap at a salvage yard-- if you just need parts for the bulb holder clip, you don't care if the headlight is damaged-- and the scrapper knows he won't be selling it to anyone else.
