I have plugged in an OBD-instrument in my vehicle just to see if I would get a signal from the ECM.
However, the OBD does not respond due to link-failure.

My question is if it is possible to replace the ECM without reprogramming it?

I should think so, especially if it's from the same production generation and same engine configuration. When you do this, you might want to consider getting it reprogrammed anyway to get the latest program with many of the earlier issues repaired.
