It's on the dash fusebox. It'll probably be marked on the cover as C/LIGHTER...cigarette lighter.

The 12v outlet, actually a charging port, is not the same as the cigarette lighter port. The 12v port only supplies power when the engine is running as far as I know. The lighter port is power all the time. The 12v port in the dash is the same as the 12v port in the rear compartment.

That's seems unlikely, given that both both are supplied power from the same fuse.

I stand corrected. They both, actually all three, are on the same circuit. However, the ignition must be on to operate them.. I forgot what we are talking about here, the cars I worled on over the years had the accesory plug on a separate circuit to prevent battery discharge using them for a charging port.
