The coolant travels to the radiator through the upper hose from the hot engine
After traveling through the radiator, the coolant is suppose to be cooler than when it first entered the radiator
So lower hose should be cooler than upper hose
But, should not be cold
However, you make just have a stuck thermostat
If you pull the thermostat out then put it in boiling water
You should be able to see the thermostat open
If not then thermostat is stuck ... replace
You might need to back flush the radiator
If it is clogged then same .. hot upper hose and cold lower hose
If back flush doesn't work then may need replacement radiator
