The high speed setting on my wife's 2007 Se stopped working a year ago. Intermittent and regular speed work fine, but as soon as you switch to high speed, the wipers freeze in place. I have already replaced the motor, the controls ( on the steering wheel) and the relay. I don't know what else could be wrong at this point. Where should I look next?

Sounds like you've replaced everything except the wiring harness, so I'd guess that's where the fault lies.

That's what I am thinking as well, but I traced the harness as best as I could, but I didn't find any breaks or loose connections at the harnesses. Honestly, I am not even sure which colored wire is for the high speed setting anyway. Thanks for your help though.
