Local california police dept require front and rear licence plate. My car comes with front bumper undrilled, i would like to keep it that way. Any idea on how to install plates without drilling 2 ugly holes in the bumper?

Get a L shaped bracket. I saw one on Accura TL. With it, you won't have 2 FRONT holes, you will get 2 HIDDEN holes instead.

They come from the factory like that man, which means the bumper has the holes and nuts to just screw the bolts.

OP, I'd just get heavy-duty double-sided tape if you want to attach the plate. It's the same stuff that holds spoilers in place, so it shouldn't go anywhere, even if exposed to water. I'd also cut 2 bolts and glue the heads to the plate with crazyglue or something similar, so cops think they're bolted, and don't give you grief. I would definitely NOT drill my bumper, but that's just me. Good luck.
