Periodically my car has not been starting. With keys in the ignition, the dash lights turn on, however, the car does not start. No sound. I recently changed the starter because I thought that was what the problem was but it did it again this morning (i needed a jump start). My battery is good it's been tested (and is a year old).

Thoughts?

Needing a jump start usually indicates a weak battery.
Since you had it tested and said it was good.
I would then clean the battery posts.
And clean up the cable terminals going to the battery.
Follow the battery negative cable to chassis ground
Clean up ground point.
If you can get to the starter solenoid then also clean up the ignition wire
Don't forget to clean engine ground strap.
Doing this should at least eliminate some common electrical issues due to corrosion
