Hi,

New i10 owner here. Noticed that when I slowly release the brakes during a crawl, I can hear mild gurgling or bubbling noises from the brakes, as if pressure is building up. This usually happens during congestion. Is this normal?

You may hear slight 'breathing?' noise from the power booster, this would be normal, but a gurgling noise sounds like air some where in the plumbing, if it's a new car this sometimes happens from the factory, take it back for the dealer to check.

I just took it to the service center and this technician assured me that this is normal due to vibration of the brake pads whilst the engine is in D and that is prevalent in all cars. Is he correct?

yes 100% normal for disc brakes to groan, make noise when just right amount of pressure is released from a stop in crawl conditions.
