The RL window, and FR window will not go up, while the RR window will not go up or down. I took the door panel off, and tested the switch the wiring, and the motor, on the FR, and RL. I was even able to manually put the windows up by jumping the motor, by manually bridging the power, and ground. Can someone explain to me what is missing in this equation for making the windows not go up, but only down.

FYI when I tested the switch I saw the switch swinging from +15 to -15 volts when pressing up, and down respectively. Any help would be much appreciated.

Most likely, one of the two grounds is missing.
There is a ground for making the window go up, and another for making it go down. When one is missing the window is only able to move in one direction.
More often than not this is caused by a fault in the driver's door master switch, which is where the grounds come from.
