I have a 2006 Tiburon GT. The low beams just stopped working yesterday. I am having a challenging finding the cause.

Details:
High Beams work fine
Parking lights work fine
Fuses are not blown (I replaced them anyway)
Relay is fine (swapped it with the High beam relay just to test that it worked)
Tested with new light bulbs, still did not work
I used a volt meter on the low beam light socket and did not get any reading.

So it seams (somewhat) clear that there is no power to the sockets but I'm not sure if there is somewhere I missed where there could be a fuse or relay or ground or ????

I am out of ideas on things to check. Any ideas would be helpful.

I'd suggest you do a bypass test on the low beam relay to see if that makes the headlamps illuminate. If it does you at least know the wiring from the output side of the relay to the lamps is good, meaning the fault is likely between the stalk switch and the input side of the relay.

Remove the relay and use a short link wire to link the two terminals of the relay socket as shown below :
