The difference between a pipe and a high-flow cat is negligible, I saw a dyno test on a car with more horses than ours (can't remember what it was, maybe a Mazda3, or a 325i) and the difference is 1 HP. The stock vs the high-flow was like 5 HP difference.

Catalytic converter laws are Federal laws, not state laws, so Florida definitely has them, You may not have emissions tests or ever get fined, but just know it IS illegal.

Very true, but a test pipe would be the cheap option, if you don't get caught and fined.
It is cheaper, true, but high-flow cats aren't expensive.

I guess it's his car; it's illegal to change it either way, so he might as well go for broke. :thumbsup:
