Rear window defroster is not fully working. It works a little in clearing foggy windows after a long period of being on, but it is not melting ice or snow or effectively defogging the window. The inside of the window is what is fogging up. Condensation is on the back window. What does it sound like the problem is and roughly how much would it cost to fix?

Is it tinted, or has it ever been tinted? Sometimes the lines get damaged when cleaning.

For the moisture, turn on the A/C, and use temp control for desired temp.

How much snow or ice are we talking.. that about equal to trying to boil a gallon of water with a match.. tiny grid does not make super duty heat.

I don't have any tints. Well after you clean off the snow and there is so ice left usually with all previous cars ive had after a few min of the rear defroster being on the horizontal lines start to show then you can see out the back. That is not happening. When i go outside the car and clean the ice off it comes right off. its just not melting by it self so ican see out the back.
