Passenger low-beam went out first, then about a week later the driver side went out (I saw a bright flash from headlight before driver side went out).

I replaced both H1 bulbs and at first, neither came on. After a few minutes of tinkering the passenger side came on, but driver side still out. I go back into store and get a different bulb, now after installing it both lowbeams are back to not working. Anyone know what I should check next? All other lights including high-beams are working just fine.

Replacing the low beam fuse on the engine bay fusebox would be a good next step.
If that doesn't help, I'd try swapping the low beam relay with the high beam one.
If that doesn't help, check to see if there is 12V being supplied to the bulbs.
Then check the bulbs have a good ground.
If there isn't any voltage being supplied to the bulbs, try a bypass test on the low beam relay.
Remove the relay and use a short link wire to bridge the 30 & 87 terminals of the relay socket on the fusebox.
See if that makes the lamps light up.
