My daughter has 1993 Excel that she uses to commute to college. The high beams work but not the low beams. I replaced the light and that is not the roblem. What else? Any ideas? Is there a headlight relay?

There is a headlamp/tail lamp relay in the relay box in the engine compartment

That is correct, however I have never seen these fail, what I have seen fail is the combination switch (your blinker stalk)!

sonds like that there is a problem in the power feed at the under hood relay box (connector E01-4). loosen the relay box, and check all the wire terminals for corrosion.

I had same problem with my 93 excel a few years ago. It was the low beam relay unit. The spring had lost its tension. I recommend you check the relay which is located in a fuse box in the engine bay.
