Basically if you hear a click click noise it is the battery is flat and needs a recharge, I think it is best to start at the basics first before looking any further

The voltage of a fully charged battery is about 13volts, make sure you have the terminals clean and that you do not have the green/white fluffy stuff on the terminals, if the terminals are looking bad grab some baking soda and sprinkle on the terminals and wash off with hot water, make sure the vent caps are in place and secure.

The starter motor is located on the lower part of the engine next to the gearbox bell housing.

A good check for the battery is to turn on the head lamps and see if they go dim after a few seconds and it may be that you need to replace the battery with a new one, they generally only last at most about 4 years, if the battery is OK the headlights should stay bright for longer than a few seconds.

Pay to get the battery checked first before exploring any further..

If you put your hand on the left hand side of the engine below the inlet manifold you can feel the stater motor and if you take a look with a torch you will see the stater motor solenoid.......

I found two wires coming out of the transmission next to the transmission dip stick that were cut off. I Tried splicing and joining them back together and still nothing. Im lost Please Help!!!

As you have replaced the starter motor and that's fine check the one you removed, what I suspect here is the solenoid is not being turned on, so basically what happens is the solenoid is the bit on top it is basically a heavy duty switch, to turn the starter motor on when the key is turned a signal is sent from the ignition switch to the solenoid.

If the body of the starter motors is grounded to (-) and the solenoid terminal is flashed with a positive connection you should hear the solenoid click in and out ( I mean the small spade terminal).

It may very well be a simple solution and remember with the Hyundai the clutch which has to be depressed before the starter will turn on and the problem may be with that electrical interlock and if it is do you really need that safety device?

sometimes the solution is basic and I am thinking this one could simply be the control connection.

I don't think there should be any problem like that. You should try once again and if you dont find it working. You should check your car battery, it may lost its power.

I had this issue happen with my old Elantra and it ended up being the starter solenoid. The starter motor needs large current to turn, so rather than switch the large current through the ignition circuit, they just have it provided to the starter motor via that large cable, and use a lower powered solenoid to provide the 'switch' signal to activate the starter motor. Have a look at that first.

Though the two disconnected wires do sound suspect.
