The Beta II is a stout tuner engine, and has easy potential to hit 300 hp depending on your budget.
Forget the chip! these $10 chips are simply a resistor that overides your air temperature setting (the IAT circuit) to register as cold air, the ECU compensates by running slightly richer, and you get 3-5 hp more. With 140 hp to start, you will not get 75 hp gain without internal engine work and/or a turbo.
You always come back to the constraints of tuning:
How much can you afford to spend? How fast do you want to go? When do you want to void your warranty? What is the percent allocation of budget for engine mods, interior, brakes/suspension/wheels/, and exterior mods?
Don't buy the chip. You can accomplish the same thing during an ECU re-program which you will need if you intend to get 75 hp.
There are lots of Beta II owners running 275 hp, so no fear as to possibilities.

That being said, dealers and carmakers are NOTORIOUS for making up bogus reasons to void the warranty. A Ford diesel owner on the BITOG forum had his dealer claim that his $2400 fuel injectors had been destroyed because "he didn't change the air filter on time." I'm staying bone stock 'til warranty expiration.

That's ridiculous. They would have to have a 3rd party company file the claim for that I'm pretty sure. Not to mention they hardly have ANYTHING to do with each other. Newer than like 1990 vehicles are designed to compensate for dirty air filters and lean or enrich the fuel/air mixture. Waiting until your warranty is gone would be totally impractical for someone like me anyway, since my dealer DOUBLES the standard warranty. So I have a 20 YEAR 200,000 Mile PowerTrain Warranty. I'm not waiting 20 years to mod my car LOL That also being said, I've asked my mechanic at my dealer MULTIPLE TIMES, just to be sure, "Is it okay if I get my exhaust completely redone? Like from the Catback?" He said as long as it still passes inspection, you can do whatever you want to the exhaust and it won't negate any part of the warranty. I've already done the following mods to my car without any voiding of warranties: -Intake (SRI) -Coolant Throttle Body Bypass I will be getting my exhaust completely redone this upcoming weekend (money-permitting), and that will also not void any of the warranties.

I'm not saying I wouldn't take the chance on modding a car if I really wanted to mod it. I bought the Elantra to save money, and for no other reason. For commuting, I drive a small, fuel-efficient vehicle with a solid reputation for reliability. For fun... I drive ponderous boats in which I can't feel the road, preferably with gobs of torque. I'd consider modding a '96 Caprice with the LT1... but we're playing different games.

Just replace your stock air filter with a K&N filter and forget about a custom intake. This is your best bang for the buck.
Custom intakes are pretty much a waste of money because they heat up and they rust.
Chips and pulley sets only add a few (2,3,4) HP and cost $300 - $500 that's nuts.
Change the stock air filter and use synthetic oil in the engine.
