I had the exact same problem. Bought a used 93 Excel, and the horn was "stuck" on. I used a multimeter to find that the problem originated from the horn button (in the centre of the steering wheel). The foam which keeps the contacts apart had degraded, which let the contacts keep touching one another after the horn had been released. You could simply replace the centre of the steering wheel, though this would be a fairly short term fix, as the foam in the new switch would eventually degrade too. Or you could do something like what I have done, though it is sort of fiddly and consumes a fair amount of time. I removed the horn button from the steering wheel, pulled the vinyl off it, then popped the brassy coloured peices of metal from it. These peices of metal, with the foam in between is the horn switch, pull the metal peices apart, scrape off the old foam and replace. I used a mouse pad! Simply cut the outside edge of the foam to match the shape of the two metal peices, the mark and remove material (in the same pattern the factory did) so that the raised parts of one plate can touch the other... Then put it all back together. Hope this helps, if you got any further questions on this topic, post them and I will explain further.
