In addition - do you feel any resistance when you pull the release lever?

If so then it's most likely what Duke said - the cable is frozen or stuck somewhere - or even the petrol cap itself may be stuck. To check this get someone to repeatedly pull and let go of the release lever while you put your ear just behind the petrol cap door on the bodywork (careful in sub-zero temperatures!) and see if you can hear any movement. If you hear movement then it's possible that the cable might have stretched so will just need tightening up a bit. No sound probably means it's the cable or latch mechanism at the cap has got stuck or frozen.

If there is no resistance then it sounds like the release cable has snapped.

Another thing to test is the spring on the petrol cap door (the one that makes it spring open - in the hinge) ... you'll need help for this one ... Get someoneto pull the release lever while you, with a small hook, pull the cap open (carefully so not to damage it or your paint). If it comes open then the spring is broken.
