 Power Steering Squeal?, What could it be?

The belt on my Elantra was squealing a little bit after first start up after I bought the car about 3 months ago.
Since then I have changed the timing belt and all the drive belts with Goodyear Gatorback Belts.
The past week or two my power steering belt screams when I first start the car and last for about 15 seconds and then stops, the car the will only squeal when I turn the wheel after that, when I turn the wheel it will squeal untill I do a full cycle of turning the wheel and then it wont squeal anymore..
A turn cycle (keep turning wheel to left or right until it stops)
After this the car does not squeal when I turn.

But when I turn off my car and start it up again, it does the squeal for 15 seconds and the process repeats itself on each start

What could this be?

The all belts are brand new.
I checked and retensioned the belts.
The fluid is red and at the correct level.
The car steers great while driving.
The pullys are clean.
I even wiped a little bit of sylicone spray lube on the pully groves just to see if it changed anything, but still the same.

???? Any ideas?

Fixed. It was the Alternator belt that was loose...
I'm still wondering why I would only get a reaction when I turned the wheel and at first start up?
There is more load on the Alternator at first start up but then the turning the wheel part of the problem I really don't undertand.
