I have a brand new 2008 Tuburon and I want to be able to lock the back breaks just by pulling the e-brake but it doesnt do that im guessing due to ABS? Is there any way I can possibly tighten it so even when im moving, it locks the rear wheels?

Yes, you can tighten the E-brake to the point of rear wheel lockup. Be warned that the brake may not fully release in the down position when tightened this much, so you will have some drag.
The ABS can only modulate the hydraulic system for the brakes, not the e brake cable.
