I am working on an Accent for my sister. The engine was locked up. I installed a used engine. She drove the car for a week and then it started making a noise similar to a plug wire that was off. On initial inspection it seemed as though there was a blue spark coming from the crank pulley area. I removed the belts and timing cover for a full visual inspection. I found nothing out of place. I ran the car without the belts and the arcing stopped.

At this point I have checked all the basics including voltage dropping the grounds.

If I run the car with the belts I can hold a test light next to the outer ring of the crank pulley and it will jump an 1/8". Holding it near the inner part of the pulley or the bolt gets nothing.

Things I have noticed while working on the car. The alternator has a slight magnetic pull on the pulley. The a/c does not work.

Iam ready to pull my hair out!!!!

I fixed it!!

Without the belts it would not "spark".

When I installed the motor I replaced the belts with some "Duralast" AutoZone belts.
I swapped the belts to " Dayco" and the problem went away.

I dont know why changing the belts made a difference but it is fixed.
