I got a unknown problem with my Accent 2001 1.3 and the check engine light has turned on. I searched the internet for a OBDII reader and found that buying it isn`t more expensive than going to diagnostics. So...
Is there any difference if I buy a cheap or expensive tool? (I only need the error code and option to delete it)
Is this 100% sure that I have a OBDII ecu ?
Will any kind of new reader be fine? (protocol?)
The reader gives me the code but where can i find out what does it mean?

Obd2 is mandated by the US EPA and a Korean car company doing business in Estonia is unlikely to include such a system. That being said I have never seen the 1.3L as here they are equipped with 1.5 or 1.6L. Local sources are likely to provide more accurate information.

Ok now, if anyone should be interested, i got myself an ELM327 and works fine, my car has OBD2 ( I think all Hyundais have since 96"). 1.3 is common in Europe and for example we have also 2.0tdi Santa-Fe (2001-06)
