I have a 99 Elantra I just bought used (no owner's manual). It is an automatic. My question is the ect button how do I know if it is on or off? The button is so faded I can't read it. I know what it does. I would like it turned off I don't need it on.

It should be evident which position it is in by how the transmission shifts. One setting is Normal (towards the back, I think) and the other is Power. In the Power mode the transmission should shift at higher RPM.

So thats what that thing does. I assume its a gas saving thing. Or a safety measure for those who can't handle the tremendous power of the Elantra.

Normal mode the button sits flat and power mode the button is at an angle. This is so on my lantra wagon 99 model. Hope this helps. Power doesn't do much really except let your revs out to about 6000 instead of about 3-4 thousand.
