Yes, there is a voltage regulator that can be causing your problem. but you need to do a diagnostic first.
Can you get your alternator load tested? We have auto parts stores in the US that will load test the alterrnator in the car, and on the bench as well for FREE.
Can we assume that the battery cables on a 1993 Scoupe are in good shape? These are cheap to replace if needed. how about the connections on each end? Are they clean, shiny bare metal to bare metal?
Lastly, perhaps first, any blown fuses? Not just for the alternator, but you may have a big current draw from a short somewhere. If you alternator passes the load test at rated capacity, your car may be pulling more amps than the alternator can generate.

Well you are soooo right on this... I took my battery into my house and it was at 30 percent on my digital charger....
I suspect that the battery was so dead that the voltage regulator would cut out to protect the alternator...
I reccharged the battery for 5 hours and bigo everything works like a charm...
