All the problems turned out to be related to a Tail light bulb that the Filament arm for the lights had melted down (still intact) to touch the brake light filament. The result caused the brake lights to be on when the headlights were turned on and thus disable the cruise control.
Simple yet strange problem to solve.

I just dealt with this same issue. The cruise control light shows in the dash when the cruise control is turned on, but the cruise control will not engage. Also, the extreme left side of the (3rd) high mounted brake light is on all the time when the engine is on. In my case the brake light portion of both of the 1157 tail/brake light bulbs was blown. The extreme left side of the high mounted brake only comes on when both tail/brake bulbs are blown. Both bulbs have to be blown to disable the cruise control. A single blown tail/brake light bulb allows normal operation of the high mounted brake light and cruise control. Go figure. Upon replacement of the the bulb(s), the cruise control was back to normal as was the operation of the high mounted brake light.
