While we do not have the Santos/Atos in the U.S., the part in your picture is in the correct location and correct shape as the Throttle Position Sensor on the U.S. spec Elantra.
Because this part is connected to an aluminum throttle body that conducts heat upward from your engine, this WILL get hot. This is normal.
You also said that this part creates a 'Humming and hissing noise".
Can you determine if you have Multi-point fuel injectors? Characteristics to look for would be a an electrical wire leading to 4 different plastic bodied injectors mounted on a small diameter fuel gallery (rail) that resembles a pipe the diameter of your little finger (7/16 inch). If you do not have Multi Point Fuel Injection, you have an older system called Single Point Fuel Injection. A SPFI will have a single large fuel injector mounted in the throttle body. It is normal for an SPFI to hum, hiss, and get very hot as it has an injector valve opening up to 10 times per second. You can determine that you do have SPFI by looking for a fuel line leading to the SPFI. Also, if you disconnect the electrical connector shown the engine 'dies' immediately. Also, if you place a long blade screwdriver to touch the throttle body next to this fitting, place your ear on the OTHER END of the screwdriver, you will HEAR the injector spraying fuel into the throttle body.
