Hyundai H100 Temperature Does Not Go Up., Thermostat seems ok.

I have a problem with my H100 - 1995 model. The engine does not become warm even after long time driving. I have changed the thermostat but with no change. I have tested the thermostat in boiling water and it seems to open fine just before the water is boiling. I have noticed that the radiator fan is running always - as soon as I start the engine - is that normal? Should it not start when the engine needs cooling? What other causes to my problem can there be other than a defect thermostat? Any sensor somewhere to check?
Please advice if you could help me out here!l Thank you in advance. :-)

Thank you for your answer. You might be right, but I dont understand quite how that can be. Are you sure that this is the case for old H100 models? I ask because it seems to me that the radiator-fan is connected to the same wheel as the charger, with a fanbelt on its own, but still. This fan is not electric and I dont see how it could start and stop independanty. If I try to rotate it with the hands when the engine is off it is almost stuck and forcing it seems to try to rotate the fanbelt for the changer as well.
Do you have an explanation/suggestion for this? :-)

Here is what happens: As I live in Norway and this happened during this winter it is obviously a bit cold outside (-5 degrees maybe) and when just starting the engine and leave it running without actually driving the car around the temperature indicator just barely indicate a rise in temperature. If I leave it running (still without driving) with higher RPM it increases a bit more - but never up to let say 1/4 - where between 1/2 and 3/4 would be the usual working temp.
If I drive on the highway - in 5th gear with low resistance (downhill or flat) the temp. indicator is almost at minimum. If I drive uphill - in 5th - the temp. increases almost up to normal, but as soon as I get to flat/downhill it lowers again.
Hope this gives you be better idea of the problem.

ok - sorry. I just thought that as long as the gauge shows a variation e.g. when driving uphill it can be assumed that it works ok. Some hot air is entering the car from the heater but not as hot as it should. I am not sure about the engine temperature - as I have not tried to touch it - but the radiator is not getting hot at all. I touch it and it feels cold.
I was told by someone today that even if the radiator-fan is supposed to run all the time - it should trigger when the temp. increases too much. The fan should then run at a much higher velocity. At the moment I am not sure if that is the case - that the fan starts at full speed as soon as the engine starts. As I dont know what the normal start-velocity is it is a bit hard to judge. But, if that is the case, that the fan starts at full speed - what could be the cause for this?

I'm planning to do a Change Oil myself, but am at a loss on what type of oil I should get. I seem to fancy CASTROL.
Any inputs please.
