I always keep it above 50% full just because condensation can form in the tank when it gets really cold and this could form in the gas line and freeze. Supposedly the Canadian gas companies use a different formula in the winter to prevent ice forming in the gas lines, but I'm not taking any chances.
Don't forget that everyone is going to be getting worse mileage in the winter due to the increased choke needed to start the engine, snow & slush on the road, and warm up times. As I read in the Globe and Mail today, "you get 0 miles to the gallon when you're warming up your car".
