Get a wire diagram and overwrite that they only come on with low beam on. It's most common clipping one wire and getting a ground. I do NOT have the diagram (and no Santa Fe) but know it can be done. You could even go that far that they either come on as soon as you switch on ign. (not my style) or that you can switch them on independent from ANY light (as daylight running lights). A good radio installed can do this as long as you provide him with a diagram.

The auto lights etc. are controlled through the Body Control Module (BCM). In regards of the fogs there's a relay triggered circuit that:
Headlight ON = + to foglight relay and trigger (fog light switch) will switch them on.
In easy terms find the wire (or relay), disconnect current headlight input, connect to a constant + as soon as ACC or IGN is on and you can switch them on and off independent from the headlight. Sounds more complicated as it is.
With a second relay hooked up you could even make a tricky circuit and switch them OFF when auto headlights come on but you may use a diode that you can switch them on again by flipping the switch twice (--> off --> on)
