I would say that doesn't really qualify as "mint condition". Sounds like it was used up and previous owner didn't want to spend any more money on it.
Yeah, timing belt needs to be changed, but 162,000 kms doesn't really qualify as time to change it unless it wasn't done at 100,000 kms. You need to find out if it was changed the first time or not. It should have been done around 100,000 kms. Maybe there's some service records, or maybe it is written on the engine or on the hood someplace. I'd even consider calling the previous owner and see if they knew.
In a pinch, you can always remove the top timing belt cover and do an inspection and adjustment. It's about a 15 minute job. If it looks frayed or tired, then probably I'd do it, but if it looks good and tight, then I'd leave it until 200,000 kms.
$600 is kinda high, you could have it done at the dealer for that much with the water pump, pulleys, and seal included. Sounds like your mechanic is "having his way" with you. Ask him if he'll buy you dinner and still respect you in the morning.
I was quoted $225 last year just for the belt down here, but I did an inspection, and decided I didn't need it just yet.
