Do you need to reprogram the car's computer if you change the tire rim size? I am thinking of putting on smaller rims with winter tires on them next winter and I am wondering if the computer needs to be reprogrammed for the smaller size rims. I'm considering this because the smaller tires and rims are cheaper.

Will the diameter of the tire still be the same? You can use a tire size calculator like this one to find out

Actually, using the calculator, the actual tire size/diameter is about the same. So I really don't think I will need to change anything.

No problem I wouldn't even bother changing the computer unless you were 2 or more sizes over stock.

what would even be the largest sized rim you could go with on the Elantra without causing any rubbing issues within the car?

17" with 45 series rubber seems like its already stretching the limits ... I don't 18's with 35 series rubber being a comfortable everyday style of tire ( although I WOULD LOVE to have a set of my own )
