Whenever I start my car it will make a whine/screeching noise for a few seconds. And for the first five minutes of driving, when i turn it makes the same noise. I asked a friend of mine and he said the power steering belt was too tight/loose. But I don't understand how it could all of a sudden become tighter/looser.

Your friend is right.

When you start the car.. the belts will take a huge pressure when they move. if they whistle, and if you inspect them and they are ok (no craks, or thread comming out of the middle) its a loose belt most likely.

The belts expand on time due to normal wear and use, heat.. etc.
Every time you turn your steering... the hydraulic steering pump adds a lot of work to the belt that drives it... and if the belt slips it makes sense for it to whistle.

Check the belt and if it still is in good shape, tighten it a little bit. this should be enough.

If still doesnt work, get a belt conditioner form auto zone or advance auto parts, even on walmart you can get it i believe... spray a bit on it and you should be good.

Its more likely the belt between the engine pulley and the water pump. This one needs to be tighter than the steering pump belt and it also drives the steering pump belt via the double-pulley attached to the water pump. Do noy overtighten the steering pump belt as this will cause pump to wear out. If it only does it on start up then that is fine; as the engine warms and expands, the slack is taken up so it doesn't slip. There are some other threads on here about belt tensions; I think about 3 to 4 mm for the water pump belt and about 8 mm for the sterring pump belt is about right (but it all depends how hard you press

There's a TSB on this issue: 08-ST-001:

Before replacing a power steering oil pump for a "whine" noise condition, check the oil
pump reservoir filter screen for contamination. If the filter screen at the bottom of the oil
pump reservoir is clogged, it may cause the pump to aerate and cause a "whine" noise.
If the filter screen is clogged, replace the reservoir and reconfirm the condition.

I couldn't find anything definitive on the HMA website, so I come here.

On my car, a 97 Elantra, it just start doing this the other day, but when I start it from a cold start (sitting over 8ish hours), the belt squeals like no tomorrow, it's seriously horrible. When I turn the wheel when its doing this, the lights dim, and the steering wheel jerks wildly. I watched the belt while someone did this and the belt was slipping badly. The power steering pully thing would not move but the belt would move over it, making it squeal. How tight should that belt be, because it's TIGHT. Any easy way to adjust this, and anyone else have this problem? I tried belt dressing and lube, no go. Any help would be greatly appreciated. Thank you!

I had a similar problem, i changed the 3 belts with non genuine but now when it gets cold the crap Dayco belts sqeal so i'm getting new belts again but not Dayco

Dude its weird what you have.. if you assure that the belt is tight and the pulley still slips, means that the pump is going thru extreme force when tries to deliver the fluid to the streering box / wheels....

Id check for fluid level, clogged lines... bent or blocked hoses either return and high pressure hoses, from and to the reservoir, etc..
or...

some sort of material making the belt slip from the pulley....
