I got a result of incomplete monitor on fuel and catalyst in the indiana emission testing of my 2003 hyundai elantra. Auto repair already replaced catalytic converter but it is still rejecting the emission test but not fail. Could somebody help me out to pinpoint the problem. Somebody said that I just drive the vehicle, but still the emission test result is the same.

I'm confused, it "rejected the emission test but not fail"? What exactly does that mean?

How far/how long is the car being driven prior to being tested? If your state's testing is based on hooking up to the OBDII port to check for codes as it seems to be the ECU has to complete all it's tests before it is 'ready'. This is how they can tell that you didn't clear some codes before bringing your car in to be tested.

Normal driving will usually get the OBDII system to it's readiness state but maybe not in your case. There is a procedure that a technician would follow as set out by Hyundai to get it in that state if necessary. I think you will find the procedure detailed in the shop manual or on www.hmaservice.com . If this is not the issue you are likely going to need to have your car looked at to see what the problem is.

I assume your service shop cleared the DTC trouble code after installing the new catalytic converter. When they did that, the OBDII test cycles is automatically reset to incomplete. You will have to go through a complete test cycle in order for any shop to give you an emissions sticker. You don't have to follow the prescribed test cycle shown in the attachment exactly. Usually 50 miles or so of mixed driving should be sufficient to complete all the tests.

Bear in mind that that after the test cycle is complete, if any problems still remain in your system, the check engine light may still come on. At that point, you may fail the emissions test instead of being "test incomplete".
