That sucks, I'd be quite ****.
Most cities have a municipal code or bylaw that dictates that if the pothole is so big and/or deep, that it must be repaired within a certain amount of time. Do you have any bylaws there that state that? If so, they should be liable, after the 3 weeks...
On the other hand, they may be able to argue that since it was marked with pink paint as you stated, that you should have been able to avoid it as a "usual road hazard".
I'd call them and try to have them take the claim more seriously! Good luck!

I know 1 rim was damaged since the car went sideways after I hit the hole so the back tires never hit it, I hit it dead on the front passenger side tire. I know the aligment is out I missed spelt earlier. The cars got to go into the shop next week for an oil change again...6000KM since august 20 (IMG: style_emoticons/default/whistling.gif) . And they stated they are not liable since apropriate matters were taking to repair it.....The road was schedualled to be toren up and resurfaced 2 days after it happened. Which I think is total ****

The state of the road, filled or not (and sand is a bull repair - wind can easily blow most of it out) is the responsibility of the government (municipal or federal) and that's why you pay taxes. They failed in their maintenance so badly that they allowed a hole to get so big and deep that it bent a rim and caused suspension damage. That's negligence over a long period of time. I would definitely, definitely fight it.
