I'd highly recommend purchasing the "Hyundai Excel & Accent" Haynes Repair Manual for 1986 thru 1998 models (#43015). I own a '98 Accent and have changed the water pump on that following the instructions provided in the Haynes book, in conjunction with the factory service manuals. On my '98, I did it at the same time as the timing belt. If memory serves me correctly, the timing belt tensioner has to be removed in order to access the water pump. The Haynes manual does not indicate that there is any difference in procedure between years, so I'm assuming that the tensioner/idler is in the way on your '96 as well. In that case, you'll most likely need to remove the crankshaft pulley and the timing belt cover so that you can access everything else.
Look at the shop manual information provided on the "hmaservice.com" site. For yours, it looks like it can be found under: ACCENT(X3) > 1996 > G 1.5 DOHC > Engine Mechanical System > Cooling System > Engine Coolant Pump > DISASSEMBLY. ...That also indicates that the timing belt idler is in the way.
When you replace the pump, don't forget to replace the O-ring on the coolant pipe (assuming yours has the coolant pipe coming out of the back), along with the water pump gasket. For me, the O-ring was a dealership item.
