I don't have any info specific to your model but what I'd suggest is you disconnect the hazard switch and check the power supplies on the switch harness connector. Check the voltage on each terminal of the connector and you should have two 12V power supplies. One will be constant and the other will switch off with the ignition. If the constant supply is missing the hazards wont work. If both power supplies are present then the most likely cause of the fault is a faulty switch. You can confirm by doing a bypass test but I don't know what terminals on the switch you'd need to link to do that off the top of my head.

I suppose I should also add that if you test with the parking lights on you'll find 3 12V supplies on the switch connector. The third is the switch illumination supply.

Hazard switch turns off the turn signal function so that's an indication the switch is working.

I'm not familiar with your car but there should be a relay a fuse and a flasher unit. Unless it's integrated into a module. Then the fun begins.

Refer to here:
Hyundai Elantra: Relay Box (Engine Compartment). Components and Components Location - Fuses And Relays - Body Electrical System - Hyundai Elantra HD 2006?2010 Service Manual

Can you hear the click with blinkers are active?
Can you hear click when hazards are active?

The hazard relay is under the dash, just below the cluster (high above brake pedal). Not easy access... especially due to ESP.
I changed the one in that box wich is under the hood in mine and also changed the one in the dash neither fixed it I'm waiting on the switch until Friday to see if that does it if not I'll have to chase the wiring diagrams down and start from the bottom I guess

Was that while the switch was disconnected? Regardless, you have a constant 12V being supplied to the switch so I think it's safe to say the switch is faulty.

I don't have any info specific to your car because they don't sell the Elantra here in the UK but below I've attached the hazard switch pinout from the Hyundai i30 which is the UK/European equivalent to the Elantra. If the diagram looks the same as the connector on your car then, with the switch connected, touch the probe of the test light onto the output terminal of the switch and make sure there is 12V when the hazards are switched on. If there isn't any voltage use a wire link (paper clip) to link the BAT 12V terminal to the output (switch still connected and set to the hazards position). If the hazard lamps now work you've just confirmed the switch is faulty.
