Engine has partially seized :P fixable?

Ok, So basically, I pulled a motor out of a Getz and went and bought a second handy (with a warranty). However, I have neglected it for a while and it's been sitting in the car unfinished for about 4-6 months now.
I just decided "Bugger it" I'll do it tonight and I began putting it back together, strangely enough putting the crank pulley back on, the crank locked up after about a 1/4-1/2 a turn.... Now, I was thinking it could be a number of things including a bolt has fallen into a cylinder, a stuck valve or even a rusted cylinder... however I don't want to be pulling the heads off to find out there's nothing wrong with the innards, so...... any ideas?

Additional: I had pulled the crank pulley off of the motor before I slipped the engine back into the engine bay and I'm certain that the crank could do a full rotation before. So I'm thinking "rust" or is that just wishful thinking with a small 1.5/1.6

Hah, I read a bunch of other posts (mostly on V8's) from people who had the same problem, figured "well, in essence they work the same, so it's perfectly possible to have the same problem, just on a smaller scale"
Guess what, after working the crank pulley back and forth a couple times, it came loose and can complete the full 360, hopefully after I get myself a compression test gauge i'll update to ensure everything is fine and dandy.
