This sounds really weird to me.
I just tried my 2017 AWD Santa Fe Sport - popular and premium packages - thus has the 7" display with Android Auto capability.
Radio off - head unit still on, just says "A/V off". Press steering wheel voice activation - works both with phone connected (via USB cable) in AA mode - meaning that the call is initiated via google voice command, as well as with phone only connected via bluetooth - meaning that it worked with Hyundai voice commands, going to the standard phone interface choosing a phone contact.
So, then I re-read the OP - I was using the voice activation, not the call button. Back to the vehicle. Start up, turn off radio. Use call button - pops up the call menu, and calls. Ok, maybe I should turn on the car with the radio already off. Do that, press call button, menu pops up, calls.
I can't seem to not make a call, and others can't seem to make one?!? What's up with that? Do you have the newest firmware/software downloaded? Interestingly, after I got my car, myhyundai said there was a software update - I downloaded it, but found out my software on the head unit was newer than the update.
My software version is AN.USA.0000.V074.160616, firmware AN.USA.216.160427.MICOM.D - the available software version online was AN.USA.0000.V073.160416
