Default 2013 Santa Fe limited seat belt

Does anyone have a strange flap sewn into the seatbelt? It holds up the buckle but looks like a sloppy mistake.

Is that on the passenger side seat belt? Mine is the same and I thought it strange also that the driver side is not like that.

It is too stop the buckle from rattling when not in use. Drivers side does not have it as it is always in use.
