I think there's a very faint tinting of the factory glass. (I.e., it's not perfectly clear like a house window.). And it's common (at least in some parts of the SW US) for dealers to add aftermarket tint as a high-markup addon.

Maybe your dealer buried the addon in the contract as part of the "out the door" price. Or, maybe the car came close to being sold earlier, and the tint was added as part of that deal.

NJ allows as dark as you want, but no tint on the front-side windows or windshield.

possibly slighty slighty tinted, but I wasnt able to notice it...

I also made sure my dealer tint was free, and it was.
