Cold idle has 3 stages from my experience. The first 10-20 seconds are a high idle, then it drops a few hundred rpm for a minute or two and then drops to normal. I usually don't wait for it to drop to normal rpm, I go after the first dip. I never, ever start it up in freezing temps and drive off immediately. I wait at least 20 seconds and don't take it over 3,000 for 10 minutes.

Default Fuel compensation

I managed to take my wrecked 2012 Accent to a dealership
yesterday but I could not complete the process.I stopped
by the dealership today and I got it done.

All told I will be getting a pre-paid credit card mailed to me
loaded with $449.50 on it.

Just saw a Hyundai commercial from my local dealership, which rarely airs commercials, and they still had the outdated MPG numbers for the elantra... no mention of the Accent in the commercial though

That's not right. I bought my 2013 Accent GLS on October 12th and I qualify. Try the VIN again or contact the dealership and/or Hyundai to confirm.

I ordered my 2013 GLS on July 16th, it just arrived on September 17th and I picked it up on September 20th. I was into the dealer today and mine qualified. My pre-paid credit card should be here in 3-4 weeks the tech said. Maybe you had a typo in the VIN, or you used the US website. I tried my Canadian VIN in the US website just for fun, and it said I didnt qualify...

Cause the links got lost pages ago, here is the Canadian website again: https://hyundaifuelconsumption.ca/

The only cutoff date which makes sense is for cars sold after Hyundai confessed. At that point, a buyer was "fully informed." Anyone who bought a day earlier wasn't.

So... I'm not sure why coolness that you don't qualify. You weren't fully informed when you purchased. It's not like your car was manufactured to different specs and therefore achieves the MPG which Hyundai has confessed was incorrectly generated.
