Pardon my ignorance but I really have no clue. I looked in my owners manual but could only see how to turn it off/on....what does it mean?

It essentially means that you're driving the car conservatively enough to maximize fuel consumption. Now floor the car (or basically accelerate it with a little vigor) and the eco light disappears momentarily until you ease off the gas and resume cruising speed. I keep mine on to remind me when I'm driving too spiritedly.

Yes it is nice and can be annoying, to turn it off cycle using the trip button until ECO is shown and hold down the reset button for a few seconds (5 or 10 not sure) and the ECO will be off.

ECO = Economy mode. The more you see the light the better the fuel efficiency will be.
