Default Drivers door Lock

My '07 Elantra wont open from the outside handle, and it also wont unlock when using the key fob. Is it possible I have a bad actuator?

Does it open with a key?
Does it open when you unlock the door manually?

yes, the lock unlocks with a key, and it does unlock manually from the inside, just the door doesnt open from the outside handle. either the cable from the handle to the actuator is broken, or the actuator itself is bad, I'm guessing.

Actuator is either frozen, or defective depending on your climate.....

Providing all the other locks are fine....the wiring is probably ok

I taught that was basic enough, I assumed he tried the lock and unlock switches in the car to make sure of this
